  • 26 Feb 2014 in National Assembly: Thank you, hon. Deputy Speaker for giving me this chance to contribute to this Motion. First of all, I wish to thank the Chairman for his able leadership. He has taken us through the meetings which have been long and tedious, but I believe they have all been for a worthwhile course. Hon. Deputy Speaker, I have been sitting here and, at some point, I was a bit confused. I thought somebody was insinuating that what we were doing was not right. I want to say it was insinuation because he never came straight to that point. We looked at ... view
  • 26 Feb 2014 in National Assembly: people so that we cut down on the wage bill. However, it is necessary that the Government comes up with prudent ways and means of checking the wage bill. Hon. Deputy Speaker, in as much as we are giving money to the Government for expenditure in this Supplementary Budget, we must also appreciate that it is on record by none other than the Cabinet Secretary for Treasury that a substantial part of our budget – about 30 per cent - goes to waste. I call on the Treasury and the Government to come up with ways of sealing the loopholes ... view

  • 26 Feb 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for giving me the chance to contribute to this constitutional amendment Bill. To begin with, I would like to air my support for this Bill. First of all, as we must all be aware, we want to amend Article 204 of the Constitution, which relates to matters of the Equalisation Fund. As the previous contributors to this Bill said, the criteria being used by the Commission on Revenue Allocation (CRA) to disburse the Equalization Fund is not right. As other contributors have said, we need to re-look at the criteria for allocation of the ... view
  • 26 Feb 2014 in National Assembly: particular Article of the Constitution, so that all the areas that are marginalised can be included in it. Secondly, I would like to support the proposal that the Equalisation Fund money be channelled to marginalised areas through the CDF model. I am opposed to having governors handling this money. I have information to the effect that about Kshs80 billion is lying idle at the Central Bank of Kenya (CBK). This is money which should have been collected by the governors for development. We all know that when they were elected, they came up with their own county integrated plans. The ... view
  • 25 Feb 2014 in National Assembly: Hon. Temporary Deputy Speaker, it is only that the Leader of Majority Party was trying to pull me down when I was trying to speak. I am in support of the President’s Memorandum on this Insurance (Amendment) Bill. I believe that it is now going to regularize the issue on the Constitution. view
  • 25 Feb 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I stand to support this Motion; that we have Dr. Abdullahi Ibrahim Ali and Lonah Mumelo appointed to serve in PSC. However, before my one minute is over, I would wish that, once these members are appointed, let them do service to hon. Members. As we speak, some of us do not have offices and car loans. Even those who have offices are complaining that they are not habitable. So, what are we doing as hon. Members? What are the Commissioners doing? They have very beautiful offices fitted with five-inch thick carpets, while hon. ... view
  • 20 Feb 2014 in National Assembly: Thank you, hon. Speaker; I just want one or two clarifications from hon. Kamanda. I have listened to him carefully and he stated a fact that his report has been signed by all the 29 Members, unlike other reports. Is he insinuating that those reports which are not signed by the 29 Members are of lesser value to this house? Having questioned the people who appeared before him and his Committee, are we, as Kenyans, getting value for our money, now that at this time and age of technology, we are doing a diesel-propelled railway line? Will Kenyans get value ... view
  • 13 Feb 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for giving me this time to contribute to this Bill, The Law Society of Kenya Bill of 2013. One of the Members who spoke before me talked of a seniority and I was wondering whether that chance was ever going to come to me because under the LSK--- view
  • 13 Feb 2014 in National Assembly: Yes, hon. Temporary Deputy Speaker. There are those lawyers who signed the Role of Advocates after me and they have spoken at length. But be that as it may, thank you for giving me this chance. It was only yesterday that we were talking about Procedural Motions and I remember there were discussions for and against the Members who speak for about five minutes and others ten minutes. So, since we agreed that we will be doing ten or 15 minutes under Procedural Motions, I believe it is fair enough that when we have such matters like the Bill before ... view
