Mr. Speaker, Sir, in conclusion, I want to support this amendment because people with a lot of conscience cannot allow this to go unchallenged.

Thank you, Mr. Temporary Deputy Speaker, Sir. I want, at the outset, to say that I support this Motion, but I have reservations. But before I go into them, I want to address the issue of the Constitution.

Mr. Temporary Deputy Speaker, Sir, it may look irrelevant at the start, but the constitutionality of some of the actions that we are taking is hampered by the fact that the Constitution is new and is experimental for the time being. In my constituency, we have a problem generally about allotment of wards. In my County, we have got two constituencies, which are illegal under the Constitution because they exceed the maximum population allowed by the Constitution. I would also like to say pole to those who are in hospital.

Madam Temporary Deputy Speaker, I rise to support this Motion, and as I do so, I have a few comments to make.

The first one is on Clause 7, on the 48-hours period required during which opinion polls should not be published before an election. I feel that this period is too short. It should be extended to 72 hours as a minimum.

Secondly, I would like to comment on Clause 8 on penalties. In my own opinion, Kshs500,000 is too little for people who may go against this proposed legislation. This clause also provides for one year imprisonment in default. I would prefer a fine of Kshs1 million and two years of imprisonment for infringement.
