  • 30 May 2024 in Senate: Let us make laws that strengthen oversight. Let us ensure that the money going to Bomet, Nandi, Kisii, Kiambu, Lamu, Turkana, and Tana River Counties has value. This amendment to the Constitution is a threat that undermines individual political rights. That is why I want to ask Sen. Chimera; if a Cabinet Secretary in the national Executive presiding over a Ministry wants to run for Presidency, will we say that because of his position, he cannot and has to wait for five years because we are still auditing that Ministry? Mr. Temporary Speaker, Sir, Gov. Lusaka sat in your seat ... view
  • 29 May 2024 in Senate: Mr. Deputy Speaker, Sir, I beg your indulgence. We are in the Second Reading Stage of the Bill and not the Committee of the Whole. However, I appreciate what Sen. Mumma is doing. Are we in the Committee of the Whole or the Third Reading? The rule of debate is that as we engage with the Bill, we give the merits and demerits, not the Committee's proposed amendments. Is it in order as per the rules of debate vis-a-vis the rules of the Committee of the Whole stage? view
  • 29 May 2024 in Senate: On a point of order, Mr. Deputy Speaker, Sir. view
  • 29 May 2024 in Senate: Mr. Deputy Speaker, Sir, this House is a House of rules. Under Standing Order No. 97, Sen. Wambua had contributed to this matter. The Standing Orders should guide us. Why would he want to speak to the same matter? Mr. Deputy Speaker, Sir, can you kindly listen to me under Standing Order No. 97? “97. Speaking twice to a Question- (1) No Senator shall speak more than once to a Question except in the Committee of the Whole.” view
  • 29 May 2024 in Senate: Sen. Wambua should have waited until we are in the Committee of the Whole. view
  • 29 May 2024 in Senate: No, Mr. Deputy Speaker, Sir. It does not happen. It says you cannot do that in this Standing Order No.97. view
  • 29 May 2024 in Senate: Nonetheless, you can introduce it in the Committee of the Whole. view
  • 29 May 2024 in Senate: Thank you, Madam Temporary Speaker, for this opportunity. From the onset, I will only support this Bill on condition that we will do amendments. This Bill is part of the larger proposed Bills by the NADCO. It is unfortunate that it did not come out as some of us expected. Had they allowed me to present my Solomonic wisdom in the NADCO process, we would have had a better version. Now that it lacks some wisdom, I want to briefly inject it with the Koitalel wisdom by saying a few things. One, we should not be reactive to issues of ... view
  • 29 May 2024 in Senate: Madam Temporary Speaker, can you protect me from the Senator for Nakuru who is giggling view
  • 29 May 2024 in Senate: Madam Temporary Speaker, if you listened to how the Senator for Nakuru was giggling and the history of Sen. Boni Khalwale, you can imagine. He has a track record of finding a special heart in women. Audit, as captured under introduction of Clause 24 (a). I agree with this clause because we have been doing this. Let us audit an election after it is done. The audit should aim to improve. The report must be published and submitted to Parliament through the Justice Legal Affairs and Human Rights Committees (JLAHRC) we have. There have been arguments about opening the election ... view
