This is a serious Statement; it is not just an ordinary Statement. I would have expected the Committee on Justice, Legal Affairs and Human Rights and the Committee on Devolution and Intergovernmental Relations to immediately invite or summon the Governor of Garissa to explain to this House why COs have not been vetted and appointed. I am speaking with a lot of authority as the Vice- Chairperson of County Public Accounts Committee (CPAC). Under Article 225 of the Constitution, this House has power to even stop funds because who is the accounting officer of Garissa County Government as at now? Mr. Speaker, Sir, even as Alexander Mutiso Munyao, Peres Jepchirchir and others landed yesterday at 5.00 a.m., there was no one to receive them at the Jomo Kenyatta International Airport (JKIA) or even to give them a Maasai shuka . Under Article 125, on power to call evidence, this House has the power to request anybody to appear before it. That article points out that this House enjoys the status of the High Court. When you read Article 153 of the Constitution of Kenya, it talks about the decisions of the Cabinet and that they should be in writing and, of course, extrapolated.
