all the way to Turkana by a tarmacked road and other county roads, I assure you that area will be civilized. What does that mean? The issue of cattle rustling or insecurity in that region will reduce. Many people have taken advantage of the ignorance of our people in those areas and use it to transform it into a criminal enterprise. Apart from roads, we need to look at education. We need to improve education infrastructure. When you open up an area and people from the affected areas go to school, it opens their minds, hearts and spirituality. That way, ...

Where I come from, East of Karebe Goldmine, we had problems where a community in Chemase was not getting anything through community development agreement, where you have communities through 70 per cent to national Government, 20 per cent to county government and 10 per cent to the local community. I challenge county governments to ensure the money that we devolve is used for the intended purposes. Let us all in Elgeyo Marakwet, Baringo, Meru, Laikipia and other counties ensure resources work. If there is development, this menace of cattle rustling and banditry will stop. If we ensure those areas are ...

To those who sponsored media stories through the Governor of Garissa County, the county government and the water provision, I will not be intimidated, just like the rest of the Senators. We shall do oversight. In the last Financial Year 2022/2023, Garissa County was allocated Kshs12 billion. That money must provide water, healthcare and bursary to the people of Garissa County. We are aware of the allegations that they are buying houses here in Eastleigh and Kilifi County. I challenge the Ethics and Anti-Corruption Commission (EACC) and Directorate of Criminal Investigations (DCI) to investigate the county governments that are misusing ...

Mr. Speaker, Sir, I thank all my colleagues who contributed to this Bill. Quite a number of them did and I realised that there was a lot of interest on it. Sen. Olekina, Sen. Crystal Asige and Sen. Tobiko, among other Senators, contributed. I thank them for finding time to share their thoughts. The public service is one of the key components in the development of any country. I hope that when we pass this Bill, it will be reflective of what happens in the County Public Service Boards (CPSBs). In quick succession, the upshot of this Bill is Article ...

Going into the future, I pray that no matter who a governor is, no county will be worried about the change. Let us professionalize the public service which includes the CPSB.

Mr. Deputy Speaker, Sir, when I say this, I know Sen. Onyonka gets fired up because of the challenges in Kisii County. However, in the fullness of time, as we inculcate and indoctrinate these principles into people, we would want to see professional public service in Meru County where you come from. I would also like to challenge workers in the counties. When you serve in the office of the county governor, you are not serving an individual. I have seen situations where when governors are not re-elected or complete their term, some workers become sick and lose hope because ...

Thank you, Mr. Speaker, Sir. I support this Motion by the Standing Committee on County Public Investments and Special Funds (CPICSF). I remember in the last Session, we were not able to look at special funds and others like the county education, emergency and water funds. In the last Session - before you came on board - together with other Members of the Senate, we had combined both to form the County Public Accounts and Investment Committee (CPAIC). Since I have served the longest in the CPAIC, we could not look at the issue of water companies, county emergency funds ...

Mr. Speaker, Sir, can you believe that most of the water companies are technically insolvent? A number of them, especially in counties have liabilities which are a very big challenge. That is why we were wondering if the water works---
