  • 23 Oct 2024 in Senate: On the southern sugar catchment area, we will have Migori, Homa Bay, Kisii and Narok. At the Coast, we will have Kwale, Tana River and Lamu. Those were proposed catchment areas that we hope our farmers will be comfortable with because some counties do not have a factory. For example, in Nandi, we do not have a sugar milling factory. We only depend on Kakamega, Naitiri and Butale. On the other side, we depend on West Valley, Kibos, Chemelil, Muhoroni and West Kenya to deliver our cane. There are many that are shared. For example, in Nandi, we have Eldoret Water and Sanitation Company that covers both Uasin Gishu County and Nandi County and part of Lesos in Nandi Hill Constituency, (4) Kisumu Water and Sanitation Company Limited - Kisumu County; (5) Kwale Water and Sewerage Company Limited - Kwale County; and, (6) Nyeri Water and Sanitation Company Limited in Nyeri County where Wamunyoro Village is. You remember there are still animals called waterworks. For example, now we have coastal waterworks. We have Victoria North, where Nandi, Kakamega Vihiga and other counties are falling within. We have Victoria South Waterworks. We have Central Rift Waterworks, Tana Waterworks, and Tana Athi Waterworks, which undermine devolution. They should be completely taken off. Number five is the issue of the water service provider in terms of the bulk water programme and purchase agreement; we must agree water should be accessible. The people of Chebara are not receiving access to clean and safe water yet they are protecting the source of water that comes to Eldoret. We are protecting the water that goes to Kakamega County. Murang'a County is also protecting water that comes to Nairobi City County. While we agree that there are challenges in our county governments because of corruption, lethargy and poor governance, you do not need to undermine devolution by reducing the money that will go to our devolved units. Thirdly, on the issue of county aggregation and industrial parks, counties were to give Kshs250 million and the national Government was to match with a similar amount.
