Is it in order for him to mislead the public that by voting, we are exercising our own authority on our own behalf, yet he knows that all of us were elected to indirectly represent the interests as provided by the Constitution?

Mr. Temporary Speaker, Sir, I want from the onset, to say that at some point there has been a lot of misinformation regarding this Bill in the media and many other places. However, critical care services such as doctors, nurses and many others are on call. It is very important to be aware of such. We need to agree that this Bill will have a structure. I have seen the Federation of Kenya and Central Organisational Trade Union ...

Thank you, Mr. Deputy Speaker, Sir. It is good to note that Sen. Kibwana is following in my footsteps. In this country, we have 134 prison facilities. As Sen. Faki stated, the capacity of the 134 facilities should be 30,000. It is sad that we have 60,000 prisoners. Fifty one per cent are what we call pre-trial detainees who are 35,000. There is a lot of congestion in our prison facilities. We were finalizing a report on reforms in borstal institutions before Sen Omogeni took over. However, it looks like they did not complete the work. Apart from the congestion ...
