It is a procedural Motion to allow for efficiency and effectiveness of the House in discharging its mandate. We are aware that the County Allocation of Revenue Bill is very critical. You are aware that under Article 96, the role of the Senate is to protect the devolution and interest of counties. This is a sad state of affairs because over 1,000 Rules and Regulations are annulled. • 2 May 2023 in Senate: The Legal Notice No.217 of 2022, which was issued by the Attorney General is illegal ab initio. The law is clear in Statutory Acts that an extension is sought by the specific Cabinet Secretary. If the rules and regulations concern a hospital, the Cabinet Secretary in charge of health, Hon. Nakhumicha, should be the one to gazette them. If it is about rules and regulations like pest control, it is the Cabinet Secretary in charge of Agriculture, Sen. Linturi, who should request the extension. view
