  • 21 Jun 2022 in Senate: are great people and heroes of Koitalel arap Samoei and other world beating heroes like Eliud Kipchoge. It was an honour to serve as the Chairperson of Committee on Justice Legal Affairs and Human Rights. I can see that many of my Members are in the House. I am happy that we were able to accomplish the same. Not because I was the Chair but because of their guidance, support and prayers. I can see my Chair, Sen. Shiyonga, who chaired the Committee on National Cohesion Equal Opportunity and Regional Balance where I was a member. They were able to ... view

Therefore, the law on public participation was not followed looking at the County Physical Strategy Paper. view
  • 16 Jun 2022 in Senate: Secondly, I oppose this Motion because there was no social-economic viability of the projects and the ability to generate cash flow that will be used to par the debt. Therefore, there is no socio-economic viability that was done and telling us how the debt will be paid. Third, there should be Intergovernmental Budget and Economic Council (IBEC) that is chaired by the Deputy President should have looked at this request. However, there was no evidence of clearance or concurrence by the IBEC. When you look at the dispatch from the Cabinet of 12th May, 2022, there was no letter that ... view
  • 16 Jun 2022 in Senate: Looking at all these factors, the Senate should not sanitize an illegal process where, for example, the current County Government of Laikipia wants to borrow an infrastructure bond. Mr. Speaker, Sir, out of curiosity, we do not know if the current governor will come back. Therefore, Kshs1.16 billion brings doubt to the ability and capacity of Laikipia County Government to repay. I oppose this Motion. This approval should not be guaranteed by the Senate of the Republic of Kenya because we will become a conduit of an illegality. I thank you. view
