That is why agriculture is devolved. As the Senate, we must stand our ground considering one of the important functions that was devolved was agriculture. I am happy that Kipkelion Coffee Co-operative Union got an opportunity to do direct sales as this will encourage other co-operative unions in Nandi, Laikipia and across the country. So, we must address this issue of coffee fully. We must call out cartels that are preventing reforms within the coffee industry. I know we are constrained of time but when we come back, we must continue with this fight. I just want to make two comments as I second this report that has been annulled. There is the issue of pending bills. I am a Member of the County Public Accounts and Investments Committee (CPAIC), which looks at counties’ audit queries. The biggest challenge we have is pending bills. Most Kenyans, Persons with Disabilities (PWDs), the youth and women who do business with the counties and the national Government have not been paid.

I remember last time we checked, we were told that more than Kshs110 billion was pending bills owed to county governments. We had a Bill by this House called the Prompt Payment Bill that sought to ensure that Kenyans who provide services and goods to any Government entity are paid promptly. Pending bills need to be captured.

We also had a problem with the Regulations. The best placed person to deal with that is the CoB, because they know the consequences of having pending bills. They should have looked at this issue and addressed it once and for all.
