Nandi County never received a single cent from the World Bank. I advise my colleagues that some facts are very stubborn and you cannot change them. view

I bring your attention to Article 153(3) of the Constitution, 2010. It states that- “A Cabinet Secretary shall attend before a Committee of the National Assembly, or the Senate, when required by the Committee and, answer any question concerning a matter for which the Cabinet Secretary is responsible” To top up on what Sen. Shiyonga was saying, Article 153(3) is already in the provision of the current Constitution, unless it is proper elaboration. view

From the outset, I wish to state that I do not support this constitutional amendment Bill for reasons that I am going to talk about. One, the promoters of this Bill say that they collected the views of Kenyans, but no one has shown us what Kenyans want or how these ideas were collated. Therefore, there is an assertion that Article 257 talks about popular initiative.
