Thank you, Mr. Temporary Speaker, Sir. From the onset, I want to say that I am proud of my successor, Sen. Omogeni, the Senator of the great people of Nyamira County. I am very proud. Thank you, Madam Temporary Speaker, for this opportunity. From the onset, I want to congratulate Sen. (Dr.) Milgo for this brilliant idea. Under the devolved functions of devolution that came into force in 2010, one of the salient features has been the ECDEs.
