  • 3 Jul 2024 in Senate: The Constitution allows us as a Parliament to sit even in Garissa, Mandera or Kilifi to listen to the Kenyans. I am happy as we talk of the Senate Mashinani, we will be doing it in Busia Country. We have done it in Makueni, Turkana and Uasin Gishu. Kenyans should know that Parliament is ready to listen to them. Under Article 126 of the Constitution, Parliament can sit anywhere within the borders of the Republic of Kenya. Even if they want us to sit in Kenyatta International Conference Centre (KICC), we can sit there and listen to Kenyans, especially the ... view
  • 3 Jul 2024 in Senate: community stated the value of looted property to be around Kshs3 billion. I hope the Ministry of Interior will sit and evaluate at the end of all this chaos. Mr. Temporary Speaker, Sir, I challenge the young people and any other Kenyan demonstrating, that they should do so in a peaceful manner and the police should provide the necessary security. I borrow the many other issues that my colleagues have talked about and I associate strongly with that. Ordinarily, it should not be the President responding to all these other issues, especially on regular security briefs. I would have expected ... view
  • 3 Jul 2024 in Senate: calling us out is they are wondering how you can contribute Kshs20 million in a harambee yet they do not even have Kshs100. They were wondering how a Cabinet Secretary would be in harambee counting millions of shillings and the roads and water are not there. They are wondering why we are telling them the economy is bad, but we preside over harambees worth millions of shillings. It is not bad to do harambee or to help people. I know some people even who had bought shirts and dark suits for funerals. Sen. Sifuna, the only thing was, when they ... view
  • 3 Jul 2024 in Senate: should serve part-time, just like in other countries. Then we agree on how it works out. If that is the solution that will bring back the confidence in this Republic of Kenya, so be it. Mr. Speaker, Sir, on Judiciary, I served and I have the privilege of information. Kenyans file more than 500,000 cases per year. I saw Chief Justice (CJ) Martha Koome, respectfully, saying they can open up until midnight to handle these issues that we are experiencing. However, she has never done anything on clearance of the backlog. The bitterness Kenyans have is that they have court ... view
  • 26 Jun 2024 in Senate: Thank you, Mr. Speaker, Sir. From the onset, I want to empathize and sympathize with many Kenyans and police officers who lost their lives over the anarchy that we witnessed yesterday in the Republic of Kenya. I am also happy that most of our colleagues, including you, escaped unhurt. Extra ordinary times need extra measures. While we agree that the conversation started in good faith and with serious concerns is very valid, we would not want to lose our country to people who want to take advantage of the situation that we are in as a The electronic version of ... view
  • 26 Jun 2024 in Senate: country. Let us remain focused. What happened yesterday at Parliament was unfortunate. It should never have happened. It should not have happened! A few weeks ago, I remember one of my colleagues questioned the security systems within Parliament. It is good that a Commissioner of the Parliamentary Service Commission (PSC), Sen. Okong’o Omogeni, is here. I wish he would be listening. When we questioned this, even at the opening of the Bunge Tower, we were told there are three layers of security within Bunge Square. Yesterday, some people were evacuated out of Parliament precincts in ambulances. People laid in ambulances ... view
  • 26 Jun 2024 in Senate: I know there is wisdom in adjournment. However, the Chamber is somehow functional. I have seen on a lighter note that some of us have been having reservations about the food served here. I saw the Gen Zs saying that the Chef of Bunge should look at the recipe because they are putting too much pilipili in it. Our hospitality services are still functional. They are up to 80 per cent functional. I know our staff were also affected. We are with them in prayers and thoughts. I know some of them were attacked in their offices, but we are ... view
  • 26 Jun 2024 in Senate: It is we, as the Senate, to find out how do we become part of the solution to this process and challenges that we are facing as a country. I am happy that we have found time to be here despite the challenges that we saw yesterday. Finally--- view
  • 26 Jun 2024 in Senate: No, but that was the only way, it was a security arrangement, using an ambulance, but we are happy you are safe. Other people who attempted to use an ambulance like Sen. Chute did not succeed. A well-organized group thwarted their efforts. I would like to advise Sen. Chute in future that he should get a Red Cross ambulance and get the flag. You know under the law, those ones cannot be stopped and even demonstrators understand. That is my advice to Sen. Chute. Finally, Mr. Speaker, Sir, this is the right time as a country to engage. We should ... view
  • 11 Jun 2024 in Senate: Thank you, Mr. Speaker, Sir. I rise to support the County Allocation of Revenue Bill. In support of devolution, last year, counties got Kshs385 billion. I am happy that after mediation, we now have Kshs401 billion. What we need to do is ensure the National Assembly gets into the latest audited accounts because the total national budget is Kshs4 trillion. So, it does not look good that out of Kshs4 trillion, we are allocating counties Kshs401 billion. Counties should at least be getting around Kshs500 billion to match the functions. Mr. Speaker, Sir, going into the future, let us in ... view
