The Kshs310 billion that was proposed was too little for the counties. Therefore, we need Kshs335 billion. We need more money to go to the counties. First is the (Medical Equipment Scheme) MES. This issue has been very thorny because there have been unclarified matters.   • 30 Apr 2019 in Senate: MES. This was a way of swindling money. As set out in the Fourth Schedule of the Constitution, the health function has been devolved. When you look at MES and upgrading of Level 5 hospitals, the increment on trying to bring back the national Government to continue discharging the health function is against the spirit of devolution in this country. I am also made to understand that St. Theresa‟s Tartar Girls‟ High School students were here. My elder sister, Madam Consolata, is the Principal of that school in West Pokot County. I hope that Sen. As I conclude, I emphasize that the management that runs these universities institutions must work together with the DCI. We now challenge the DCI to step in and tell us what is really happening that we are experiencing a lot of insecurity especially in our institutions of higher learning. view

  • 10 Apr 2019 in Senate: Thank you, Madam Temporary Speaker. I congratulate Sen. Mwaruma on that issue of compensation. My colleagues have delved so much and talked about Article 40 of the Constitution on Protection of Right to Property. In fact, Article 40(3)(b) says when there is a compensation by Government:- ―(i) requires prompt payment in full, of just compensation to the person.‖ It goes on and says, in Article 40(4), that it should be done in good faith. view
  • 10 Apr 2019 in Senate: Madam Temporary Speaker, there have been a lot of problems with regards to compensation. I agree with Sen. Sakaja that when a project is being carried out especially on the issue of construction of roads, compensation is factored in the project cost. What shocks everybody is that there seems to be a well-orchestrated scheme by the National Land Commission (NLC), the Kenyan National Highways Authority (KeNHA) and the Ministry of Transport and Infrastructure.
