the Senate Minority Whip, who are the Sponsors of the Bill. Allow me to take this golden opportunity – I do not mean ―fake gold‖ – to thank them for this. Mr. Deputy Speaker, Sir, I am the Chairperson of the Committee on Justice, Legal Affairs and Human Rights, and Sen. Mutula Kilonzo Jnr. is a Member. This House gave us an opportunity to look at the Bill. Last week, there was a lot of hue and cry regarding the assent to the Health Bill by the President without the input of the Senate. When you look at Article 93 ...

Mr. Speaker, Sir, I assure the House that as provided for by the Standing Orders we will table a report within 60 days. My Committee has a good history of tabling reports within stipulated time. On a point of order, Mr. Temporary Speaker, Sir. I would like to request that you limit the time for contributions because of the interest that this matter has generated. You could allow Sen. Mutula Kilonzo Jnr. to proceed but limit the time for the rest of us so that at least all of us can contribute.

Thank you, Mr. Temporary Speaker, Sir. From the onset, I congratulate Sen. (Rev.) Waqo for this important Motion. This is a conversation that we have continued to have as a country since the promulgation of the Constitution in 2010. In Article 10 of the Constitution, one of the key words that have been used is ―non-discrimination‖ and ―gender equality‖. Women of this country have come a long way in trying to achieve gender parity in elective and appointive positions in this country. I am privileged to come from a county which produced the first firebrand woman Member of Parliament (MP), ...

Mr. Temporary Speaker, Sir, Sen. Pareno did not tell this House which elections board she is chairing. I do not think she is the Chairperson of the Independent Electoral Boundaries Commission (IEBC). Maybe she would have clarified. All the same, what I was saying is very simple, that Jubilee as a party, we have already sorted ourselves out. With the blessings of Kenyans and of the Almighty God, everything will happen as planned. I want to assure her that there will be an opportunity of exercising that democratic right during the vote. As I mentioned earlier, I come from a ...

Cabinet of President Uhuru Kenyatta do not meet the gender threshold. We want to challenge that in future we must ensure that it is 50-50 per cent as we move forward as a country. I want to thank Sen. (Rev.) Waqo. We fully support and look forward to full realization of gender equity. The future for the women of this country is very luminous. I want to assure you that - because I sit in the Committee on Justice Legal Affairs and Human Rights as the Chairperson - we are working on the audit of the general elections of 2017 ...

Thank you, Mr. Speaker, Sir. I join you in welcoming the two schools from Bomet and Muindi Bingu Secondary School. I agree with the Senate Majority Leader. It is sad that way back in 2013, the Senate sought an advisory opinion and it was agreed that there should be concurrence. Mr. Speaker, Sir, in Article 109 of the Constitution on exercise of legislative powers, legislative powers have been bestowed on Parliament. For the purposes of those people who advise the President, Parliament means the Senate and the National Assembly. May be, they did not pay attention to that. Mr. Speaker, ...

We must take a position and I hope that this House will allow Members of the Committee on Justice, Legal Affairs and Human Rights to do an audit of all the laws that have been passed without the concurrence, consent and participation of the Senate, and to ensure that the Constitution is followed before these laws are implemented.
