It comes against the backdrop of most governors who were being sworn in without a legal framework that was in place. It will allow a seamless transition from the outgoing governor and governor-elect.   • 13 Mar 2018 in Senate: That was my worry but I now know that at least he is watching or taking notes and he might want to check the records of the House. Madam Temporary Speaker, I was specific on the funding because counties are notorious in abusing and misusing public funds. We should look at the funding and put ceilings. Somebody who should set up such committee could lose an election. It could be a governor and he or she might even not show up during the swearing in of the incoming governor.   • 8 Mar 2018 in Senate: Mr. Speaker, Sir, I agree with the sentiments of Sen. M. Kajwang' that the employment Authority in itself seems not to be alive to what they should be doing. It is very unfortunate if they can only reach 18,000 young people in terms of registration. It seems that they have not tried their best to ensure that they reach the young people, even those at the lowest level. However, we need clarification because we have had complaints especially from Kericho County where Sen. Cheruiyot comes from. We have also had complaints from Bomet County where the KTDA is now fighting with various factories over management, running affairs and payment of tea farmers especially the small scale farmers.   • 8 Mar 2018 in Senate: Thank you, Mr. Temporary Speaker, Sir. I agree that our counties need money. I also agree with the sentiments of Senator Khaniri up to the point that he hits a dead end. He said, and it is on record, that it is a deliberate move, yet everybody knows that there are procedures and law on how the money should be disbursed to counties. I am surprised, because he is my neighbour, that he gets 43 per cent according to this schedule, while we, who are 110 per cent Jubilee, are getting 33 per cent. On behalf of myself and the great people of Nandi County, I join hands and condole with the families that have lost their loved ones through our Senate Minority Leader. I agree that the issue of Mt. Elgon has become cancerous in terms of insecurity. It is very sad that after the Sabaot Land Defense Force (SLDF) militia was wiped out, we have issues of insecurity happening in Mt.   • 1 Mar 2018 in Senate: Thank you, Mr. Speaker, Sir. My concern is that when the Majority Whip brought that answer, most of these things are always done in the interest of national security. It is not in order for the people - I have not made my point, Leader of Minority. You just listen first. view
  • 1 Mar 2018 in Senate: If you look at that answer, what is important is that national security overrides any other. If the Government deems it fit to withdraw the security to avoid threatening the peace of the country, then it should be allowed to do that for the interest of the national security and cohesiveness. Kenya is made up of diverse ethnic communities. Before you become a Kenyan, you come from a specific community. So, by the fact that some names were written and there is a perception that they come from the region, it is very unfortunate. view
