  • 27 Nov 2018 in Senate: Mr. Speaker, Sir, one of the mandates of the Committee on Justice, Legal Affairs and Human Rights is issues of elections. A referendum might be coming. There is the ‘election’ on the Gender Bill and many other forms of elections that we might have. This is a House of union and, therefore, we should desist from making campaign promises and rallies in the House. There is no vacancy in the Office of the President; I can assure you. view

People have been distracted and were discussing other issues animatedly. Therefore, they have not gotten my position. I did not allude to anything that is not within the Report. I think my good friend and Senior Counsel, whom I hold in high regard, will agree with me that the Report I have presented is the position of the Committee. view

  • 20 Nov 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir, for this opportunity. My colleagues have elaborated more on this amendment. From the outset, I support it. We are continuing to build capacity of most of our county governments. I thank Sen. Mutula Kilonzo Jnr., because there is a wrong perception even in the national Government and other stakeholders that the county government means county executive. I will try to engage our Members of National Assembly, especially from my county, in capacity building so that they get to know that county government does not mean county executive. It means county executive and county assembly. view

A few weeks ago, we were having problems with our county assemblies over unprecedented, sporadic and unfortunate wave of impeachment of speakers in the country.   • 20 Nov 2018 in Senate: Let me start from where Sen. Mutula Kilonzo Jnr., left. He talked about the Lake Victoria Economic Bloc. It is a good idea. However, I thank the people of Kakamega County for going to the High Court to block the establishment of a bank where everyone of the 14-member counties is supposed to contribute Kshs200 million. Some people seem not to be aware that there is a Constitution that was promulgated in 2010.
