  • 12 Sep 2018 in Senate: Madam Temporary Speaker, is it in order for them to indicate that they will only move Order Nos.21 to 23 whereas the Order Paper indicates that they should deal with Order Nos.21 to 24? Are they saying on behalf of the County Public Accounts and Investments Committee (CPAIC) that they will only deal with Order Nos.21 to 23 and leave out Order No.24? If I heard right, the distinguished Senator from County No. 001of Mombasa, Sen. Faki, who is also a Member of my Committee, said that he will only deal with Order Nos.21 to 23. view

  • 12 Sep 2018 in Senate: Madam Temporary Speaker, I share the same sentiments of Sen. Pareno. Some of these matters have always been listed on the Order Paper, but they are never prosecuted. I think, with your able guidance, the Senate Business Committee (SBC) needs to consult before putting any matter on the Order Paper so that Members are aware. I am happy that one of the SBC Members, Sen. Were, is in the House. It is very unfortunate The electronic version of the Senate Hansard Report is for information purposes only. • 11 Sep 2018 in Senate: Thank you, Madam Temporary Speaker. I support what Sen. Dullo and Sen. Sakaja have said. I think there is some confusion here. Governors want money to be allocated to them, but they do not want oversight done. I agree that we, as a House, need to assert our authority in line with Article 96 of the Constitution. Before I was elected, I took the former Governor for Nandi County to court over borrowing from a bank in this Republic. At that time, the courts gave an order. There was a circular by the Ministry that there should be a guarantor ... view
  • 11 Sep 2018 in Senate: As I wind up, we need to have a standardised legal or policy framework that will ensure that we maximize the use of oversight. There should not be a clash between a governor and a Senator when Senators are doing their oversight role. We must take our rightful position to legislate and oversight. view

  • 8 Aug 2018 in Senate: On a point of order, Mr. Speaker, Sir. This House is guided by traditions, usages and precedents, as it has always been said here. If we vary on this matter, especially the decision on this amendment to the Motion, it means that we will have to change the traditions and usage of what we have decided upon. By the standards and traditions of the House as it is, I think that the spirit of this matter is that every Senator has a specific interest because it is a matter of national importance. The spirit of Sen. M. Kajwang’, this Motion ... view
  • 8 Aug 2018 in Senate: Thank you Madam Temporary Speaker. I rise on a point of order under Standing Order No.100 on the limitation of debate. I appreciate that this is a matter of national importance and of great concern, but the interest is high. Madam Temporary Speaker, I request you to limit the time for Senators to speak to this Motion in order to accommodate more Senators, because I know all Senators take view
