  • 15 Feb 2018 in Senate: Thank you, Mr. Speaker, Sir. That is an important area that we need to tackle. I want to thank Sen. (Dr.) Musuruve who is a member of the Standing Committee on Education. I promise that in two weeks’ time, we shall be able to provide an answer to that. view
  • 14 Feb 2018 in Senate: Thank you Madam Temporary Speaker. I should have contributed first but my comments were overtaken by Sen. Olekina and Sen. Wako. However, I would like to say that Sen. Wetangula had mentioned to the clerks the need to clearly put our titles and attachments. I always find my name lacking the title, “Dr.”, yet I earned my PhD eight years down the line. I have mentioned it several times. I do not know why they do not include it. view
  • 14 Feb 2018 in Senate: Madam Temporary Speaker, it is not in order for Sen. Kajwang to refer to Sen. Wako as the Attorney-General of the People’s Republic of Kenya when we have one legally appointed Attorney-General. view
  • 14 Dec 2017 in Senate: Thank you, Mr. Deputy Speaker Sir. I stand to support this Motion and thank Sen. Khaniri for bringing it at this time. I will be brief. I would like to comment on the need to amend the Motion. The title is only narrowed to public schools. Due to some compromised policy issues in this country, some private schools are not exempted from this. Even though they are private, the pupils in those schools are public. So, we should also extend to make an audit not only in public schools, but also in private schools. If you remember, when the Cabinet ... view
  • 29 Nov 2017 in Senate: Thank you very much, Mr. Speaker, Sir. I want to strongly support that this Petition should go to the Committee for thorough investigation and discussions. University education in this country is going through a lot of challenges, particularly when it comes to issues touching on lecturers. It touches even the parents because whenever students are not being taught in universities – for example now when they are at home – most of the parents are paying for the hostels which their children are not occupying as of now. This is an expense to the parents in this country. It is ... view
  • 9 Nov 2017 in Senate: Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity. I rise to support this Motion because the counties need this money at this time. Nevertheless, I would like to raise the point that these Senators must be facilitated as soon as possible and effectively to enable them to oversight this particular money. For instance, when I see Sen. Olekina being facilitated mileage allowance to go to Narok County, I wonder how he will manage to go and see projects in Bomet and Kisii counties. Therefore, as we expedite the disbursement of this money, this particular Senator should also ... view
  • 11 Oct 2017 in Senate: Mr. Speaker, Sir, I rise to also support the amendments to this Bill. If we do not do any amendments of the Constitution, we can allow it to survive the errors and fallacies that can allow it to be interpreted differently by different people. I have also read this document. As a teacher of linguistics in the university, there are several fallacies, ambiguities and grammatical errors in this Act that can only be addressed by these proposed amendments. These amendments can reduce various interpretations, making it easier to be used as a tool that can drive the country to the ... view
  • 27 Sep 2017 in Senate: Thank you, Madam Temporary Speaker. I take this early opportunity to congratulate you for being appointed to that position. I also want to join those who have already welcomed the delegation from Meru County and say; welcome; you will learn a lot from this particular Senate session. I want to support the Senate calendar for this particular session based on the following grounds. First, it will be high time for all of us to go and put our heads together with the county assemblies and see their agenda for development and see how we can move on together. This is important ... view
  • 27 Sep 2017 in Senate: Mr. Temporary Speaker, Sir, thank you for giving me this chance to also contribute to this particular Motion. I also thank Sen. Mwaura for bringing it up. I wish our colleagues on the other side were present because one of them had mentioned that there is no tension in our country but just peaceful demonstrations. I do not know if he has been watching the television and seeing what has been happening. The truth of the matter is that our country is under tension. When you go to churches, you will find religious leaders asking for prayers for this particular ... view
  • 27 Sep 2017 in Senate: Thank you. Mr. Temporary Speaker, Sir, the ruling was based on the process of results and that is utilitarian. I believe that was correct but illegalities were all over. Even where I come from, the people aligned to the NASA were bribing people and giving “unga” at night prior to elections. Therefore, the Supreme Court should have looked at malpractices on both sides. The other side could be thinking that they were clean but that was not the case for all the parties. The utterances by Hon. Babu Owino are a challenge to the courts and the world is watching ... view
