Thank you, Mr. Speaker, Sir. Allow me to give a brief comment on the statement by the distinguished Senator from Kakamega County, Sen. (Dr.) Boni Khalwale. Mr. Speaker, Sir, the issue of stalled projects is everywhere in our 47 counties. It is not a unique issue in Kakamega County only. The Senate Standing Committee on Devolution and Intergovernmental Relations needs to be moving around to inspect projects that have stalled, that have not been completed, or that have been finished, but not been commissioned. I do, Mr. Deputy Speaker, Sir. I would like the Cabinet Secretary to tell this House what he means when he talks about the airstrips not being under the management of KAA. At the same time, he is contradicting himself, on the last page 5. He is talking about investment of up to Kshs61 million while the last paragraph talks about completion of the same project and handed over to KAA.
