Mr. Speaker, Sir, the issue of stalled projects is everywhere in our 47 counties. It is not a unique issue in Kakamega County only. The Senate Standing Committee on Devolution and Intergovernmental Relations needs to be moving around to inspect projects that have stalled, that have not been completed, or that have been finished, but not been commissioned. • 17 Apr 2025 in Senate: Mr. Speaker, Sir, I rise under Standing Order No.52(1) to make a statement on a matter of national concern namely, the recognition and honour of the brave individuals who tragically lost their lives in the Kenya Air Force Harbin Y-12. This was an aircraft from China and the incident happened on 10th April, 2006. The aircraft which departed Nairobi for Marsabit, was carrying a delegation on a critical peace-building mission. Their dedication to public service and their courage in the face of national challenges deserves our highest recognition. It is imperative that this House ensured their legacy is preserved. • 9 Apr 2025 in Senate: Mr. Deputy Speaker, Sir, I beg to ask the Cabinet Secretary for Roads and Transport the following Question No.004- (1) Why were operations halted at Sololo and Turbi airstrips in Marsabit County? Could the Cabinet Secretary outline any steps being undertaken to ensure the airstrips resume operations? (2) If there are any plans to relocate the airstrip. If so, could the Cabinet Secretary explain why and provide timelines for the same? (3) Could the Cabinet Secretary also state whether a comprehensive safety and aeronautical engineering assessment has been done and conducted in all airstrips in Marsabit County? • 9 Apr 2025 in Senate: I do, Mr. Deputy Speaker, Sir. I would like the Cabinet Secretary to tell this House what he means when he talks about the airstrips not being under the management of KAA. At the same time, he is contradicting himself, on the last page 5. He is talking about investment of up to Kshs61 million while the last paragraph talks about completion of the same project and handed over to KAA. The committee should visit Marsabit, Wajir, Mandera, Samburu and Isiolo counties. This is an issue that requires the committee's attention. I wish the committee would visit Marsabit, Wajir and Mandera to address the matter. Regarding the issue of KEVEVAPI, the institution has already lost acres of land.
