  • 5 Dec 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I have followed the argument by the Minister very closely; surely, I do agree with all the definitions in the dictionaries. I had also looked at that. My argument was that if we are going to include that, then we will be watering down the other functions of the chancellor. That is why I am still proposing and convincing hon. Members to look at that. If that chancellor is going to perform other duties that are mentioned in Clause 37(3), and they are to be effective, he should have authority. view

That is why within the structure of the appointments we are still trying to make the running of the universities to be completely autonomous and without any interference from the Government. That is why my proposal reads that the appointment of the chancellor will be by the President and the chancellor should appoint the vice-chancellor competitively through all the other structures that are there.
