Mr. Deputy Speaker, Sir, we have issues of delaying cases in courts. We would like the Ministry of Justice, National Cohesion and Constitutional Affairs to move with speed to facilitate university students pursuing law to join the Kenya School of Law, so that they can finish that course and serve in various posts in the Judiciary.

I rise to request for a Ministerial Statement from the Minister for Agriculture regarding a looming crisis within the coffee sector due to an alleged supply of counterfeit or fake fertilizer to farmers of Ngutu Coffee Factory and Waikamba Co-operative Society in Getui Division, Mathioya Constituency. In the Statement, the Minister should clarify who the suppliers of the said fertilizer are and the cost of the whole consignment. Mr. Speaker, Sir, from the explanation given by the Assistant Minister, it is gangsters who shot Mr. Onungâa. However, the explanation is not enough. He has said that Mr. Onungâa was shot while he was trying to remove his identity card from his pocket to identify himself to the gangsters. Could the Assistant Minister explain whether there was any other person within that area who identified or who listened to the conversation between the thugs and Mr. Onungâa or is it the police who had asked him to remove his identity card from the pocket?

Who comprises the committee that sit at the constituency and who nominates the members to those committees? What part is the Member of Parliament supposed to play in the running of this Fund?
