  • 5 May 2020 in Senate: Mr. Speaker, Sir, it is a matter related to evictions and I am free to comment on it. view
  • 5 May 2020 in Senate: Mr. Speaker, Sir, I am finalising. On the Ruai issue, I want the land grabber brought to book and charged in a court of law. Repossessing land from a ghost will not help this country because the same grabber will continue grabbing other parcels of land. If we have repossession of Government property, we must be given details as to who the perpetrator or thief of the said parcel of land is. view
  • 5 May 2020 in Senate: Thank you, Mr. Speaker, Sir. I emphasize what Sen. Outa has said. It is important for the Government to prioritize people that have been affected by floods. This is not only happening in Kisumu. In Kakamega, we have constituencies which have been affected. For example, in Shibale, Mumias West, families have suffered the effects of the bursting of River Nzoia. In Matungu Constituency, many people are suffering from this tragedy. Therefore, it is important that as we try to deal with this issue, the affected families get timely support. Mr. Speaker, Sir, some families have not received any support for ... view

  • 28 Apr 2020 in Senate: Most obliged, Mr. Deputy Speaker, Sir. With that, allow me now to seek my Statement. I rise, pursuant to Standing Order No.48 (1), to seek a Statement from the Chairperson of the Senate Ad hoc Committee on COVID-19, the distinguished Senator for Nairobi, Sen. Johnstone Sakaja, concerning the sacking of Dr. Joel Lutomia as the Director, Centre for Virus Research (CVR) at the Kenya Medical Research Institute (KEMRI), and the general operations of KEMRI during the COVID-19 pandemic. The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from ... view
  • 28 Apr 2020 in Senate: In the Statement, the Chairperson should respond to the following - (1) State whether the Committee is aware of the sacking of Dr. Joel Lutomia as the director, CVR at KEMRI; (2) Explain the circumstances that led to the sacking of Dr. Joel Lutomia as the director at CVR at KEMRI; (3) State whether the sacking of Dr. Joel Lutomia as the director CVR at KEMRI followed the right procedure as set out in the Employment Act; (4) Explain the impact of sacking Dr. Joel Lutomia as the Director, CVR at KEMRI on the general functioning of Centre and the ... view
  • 28 Apr 2020 in Senate: On a point of order, Mr. Deputy Speaker, Sir. You have not given direction as to when I should expect answers on Dr. Lutomia’s case. We want specific timelines. view
  • 21 Apr 2020 in Senate: Mr. Speaker, Sir, this is a disturbing matter considering the amount of money involved. We are talking about Kshs1.6 billion. Article 10 (2) of the Constitution is very clear. It describes what the national values and principles of governance entail. Equity and equalisation are key in exercising any form of governance in Kenya. It is sad to realise that a colossal amount of Kshs1.6 billion was given to the Government of Kenya and it has been allocated to one region of the country. This country consists of eight regions and 43 tribes. Therefore, equity in distribution of resources is mandatory. ... view
  • 21 Apr 2020 in Senate: Mr. Speaker, Sir, I stand to second this Motion. We are alive to the fact that we need to fast-track this Motion, so that we cushion Kenyans during this period of COVID-19 pandemic. It is barely two months after the first case of COVID-19 was discovered in Kenya and we have seen Kenyans being affected. Therefore, it is important for us to consider passing this Motion, so that we reduce the publication period to enable the Bill to come to enforcement. Mr. Speaker, Sir, extraordinary circumstances require extraordinary measures and COVID-19 presents an extraordinary circumstance. As I second this Motion, ... view
