  • 10 Mar 2020 in Senate: Thank you, Mr. Deputy Speaker, Sir. I want to comment on the Statement made by Sen. Nyamunga on the issue of private security guards. When you talk about security guards, I am sure that 80 per cent of security guards in Kenya hail from the western region. It is very important as a representative from Kakamega to say something about what Sen. Nyamunga has raised. I am alive to the fact that most of the private security guards do not have the basic attributes of customer care and basic etiquette to receive clients in the business premises, both in the ... view
  • 10 Mar 2020 in Senate: It is my proposal that all the security firms through the Private Security Guards Regulatory Board, should meet the prerequisite of implementing the minimum wage of the security guards. Most of them are being underpaid; some of them are being paid as low as Ksh5,000. As this House, we should ensure that the minimum wage policy is implemented to ensure that we cushion the security guards and also sieve to get the quality that we require in this sector. view
  • 10 Mar 2020 in Senate: Mr. Deputy Speaker, Sir, as I conclude, I would like to urge Sen. Nyamunga to take this issue further than just giving a Statement in this House and ensure that we summon the CEO of the Private Security Guards Regulatory Board so that he can shed more light and he can give us a way forward towards making sure that this sector is well cushioned and the people who are recruited in private security firms are having a good platform to execute their mandate. view
  • 29 Jan 2020 in Senate: Thank you, Mr. Speaker, Sir. I have been here for the last two days listening to the submissions from both parties. I would not like to delve deep into the issues of the case. I would like to derive some lessons from the impeachment process. There is need for us to review the impeachment process of governors. I have been following this process keenly, just on two issues. Mr. Speaker, Sir, the first issue is that the governor is elected on a joint ticket with his deputy, but when he is impeached, he is impeached alone. We will be making ... view
  • 29 Jan 2020 in Senate: We heard the defence and the county assembly making serious submissions. However, the sad bit about these submissions is that the decision the Senate will make right now is not based on the submissions that these people have made; it is based on the political inclination that we have been whipped to vote. Therefore, I shall be making submissions to review the Constitution, so that when a matter such as the impeachment of a governor comes before this Senate, we form a view
  • 29 Jan 2020 in Senate: committee, which will look into the matter more logically, come up with rulings and reasons the said governor should be impeached. view
  • 29 Jan 2020 in Senate: I am just looking at this thing. Lastly, Mr. Speaker, Sir, just one minute, because I am a Leader--- view
  • 21 Nov 2019 in Senate: Mr. Speaker, Sir, it is true that life out there is very difficult. view
  • 21 Nov 2019 in Senate: Mr. Speaker, Sir, I would like to join my colleagues in saying that it is very important for us to adhere to the rule of law. At the same time, we need to remind ourselves that Article 96 of our Constitution gave us the mandate to oversight and represent our people. Article 1 of the Constitution gave us the sovereign power to represent them. It is very important to note that the suppliers who have done business with counties are our people. Therefore, it is our core mandate to protect them. I want to join my colleague, Sen. Olekina of ... view
  • 21 Nov 2019 in Senate: Therefore, a common mwananchi who has sold his maize to get capital to do business with county governments is not paid. Mr. Speaker, Sir, I am of the strong opinion that it is important for the pending bills to be monitored from the national Treasury. I would suggest that that money be paid directly from the national Treasury, so that the remaining amount can be disbursed to respective counties. Mr. Speaker, Sir, Nairobi hosts the Capital City of this country. Therefore, the management of the Capital City must not be taken for granted. I have seen pertinent issues being raised ... view
