Thank you, Madam Temporary Speaker. First of all, I want to congratulate my brother, Sen. Olekina, on the role of Commission of Revenue Allocation (CRA) in this Bill. However, I would like to refer him to Article 216 (2) of the Constitution, which states: “The Commission shall also make recommendations on other matters concerning the financing of, and financial management by, county governments, as required by this Constitution and national legislation.”

Madam Temporary Speaker, when we talk about national legislation, this is one of them. Therefore, I think the CRA has got a role to play in the determination and execution of this role. I just wanted to inform my brother, Sen. Olekina, to refer to that Article before he considers making the relevant amendments that he wanted to make.

Madam Temporary Speaker, first of all, I congratulate Sen. (Dr.) Zani for coming up with this noble idea. I want to categorically state that I support this Bill with a primary view that it will benefit the local communities. For a long epoch, we have seen communities which have not benefited from the natural resources in their respective counties. Thank you, Madam Temporary Speaker. We have seen situations whereby people come to Kakamega County to exploit resources and they get into some funny community development agreements which are not honoured. For example, there is an exploiter who came to Kakamega and promised to construct a dispensary in Roasterman Village. However, up to now, that dispensary is not there. Therefore, the mode in which this Bill provides that such community development agreements will be deposited to the Commission on Revenue Allocation (CRA) is a noble idea which I support.
