Thank you very much, Hon. Speaker. I rise to support the petition by Hon. Kajuju. What is happening between Isiolo and Meru counties is unacceptable to a great extent. It is a breakdown of law and order. It is inconceivable to find thousands of animals disappearing as if it is a needle in a haystack. It cannot happen. The issue of boundary between Isiolo and Meru counties must be addressed, if the issue of insecurity is to be addressed. This is because it is the only boundary I find that has shifted. There is a roadblock mounted in different places ...

Thank you very much, Hon. Temporary Deputy Chairman. As a person who is well versed with the security of this country and what the security arms of this county do, this is a bad law. We know the purpose of establishing parliamentary security officers. Within the precincts of Parliament, we have uniformed police officers from the National Police Service. Clearly, there is separation of roles on what they are supposed to do. If the parliamentary security staff behave as if they are police officers or are empowered to carry out the role of police officers, then we are changing the ...

Thank you, Hon. Speaker, for giving me this opportunity. I rise to support this Bill. At the outset, justice delayed is justice denied. I believe that denial of justice has been with us for a long time. Through such laws, the bar is clearly raised for the timely dispensing of justice and for the orderly conduct of our court system. Making the court the arbitrator and referee by being fearless and acting without favour or prejudice to deliver justice has been a sticking point for the Kenyan court system. Currently, the distribution of High Courts throughout Kenya has, to an extent, alleviated the problems that Kenyans were facing in dispensing justice. In the old days, the people of Marsabit used to go to High Courts in Meru or Nyeri to seek justice but, with the opening of a High Court in Marsabit, I believe justice has been brought closer to the people. In the Kenyan court system, there are two ...

Hon. Speaker, finally, there is protection of judges and judicial officers from personal liability. Currently, in this country, it really does not matter when individuals do not abide by the mainstream thinking. Thank you, Hon. Speaker. First of all, let me thank my colleagues for passing the Equalisation Fund Bill. That is a very important Bill; it is particularly close to the hearts of pastoralists and other people in marginalised areas. Hon. Speaker, the idea of the East African Community (EAC), since its inception has been to bring closer the member states and their communities, so that they can work together in terms of trade as well as sharing of information and knowledge, and so that there can be a seamless movement of people, goods and services within the region. Article 151 ...

Regarding the mutual peace and security pact, as a community, we must collectively address the problems of piracy, terrorism, cross border crime to ensure that law and order prevail. As a community, if we must have a single customs territory, we can only effectively function when there is peace and security within the partner states. With good coordination within the border points, where most of the land-based trade takes place throughout the region, we can undertake trading activities without hindrance. Under Article (8) (9) of the Peace and Security Pact--- Article 8 is on common defence while Article 9 is ...
