From the beginning, this Bill appeared to be a property of ICT, but the more we delve deeper into the horizon, the more we see that these are security matters. The minute we are saying it is about crime, I think we know clearly where law and order lies in this land. That is why we should not make it an ICT and computer function. In this House we have a committee that should be able to summon both interior and special programmes. Coming from northern Kenya, I think the face of disaster response is Red Cross Society. I think it is high time this House approved that Red Cross should be given funds so that they are able to work for this country, because at any time instead of seeing a CS, you see the face of Abbas Gullet. The parent Bill talks about gathering information and maintaining a database. The Chair should qualify why this paragraph is being deleted. Having a database is very important in an irrigation scheme. Thank you. view

The Petition that has been raised almost borders on constitutional exclusion. That is why the Committee that will look into that Petition must do so with a critical eye so that the heavy issues that they have raised can be addressed. view

Kathuri changes the purpose of this Motion in its entirety. If we are going to go by that, whether the Hon. Member who sponsored the Motion agrees or not, as a House, we really want to know what the purpose of the Motion was from the beginning. The purpose is very clear. Ngunjiri that the contribution of all the Members who have spoken have talked about the general problems within the police force. We agree, as a House, but if we allow that particular amendment to pass, then we shall have changed the purpose of the Motion. view
