  • 23 Apr 2014 in National Assembly: Finally, I want to plead with the hon. Chair, if the hon. Member for Moyale is not aware that Kshs400 million has been released to help the people of Moyale - he does not know where a cent of that money is- who is the Government dealing with? view
  • 23 Apr 2014 in National Assembly: On a point of order, hon. Deputy Speaker. In fact, I am really disappointed by the Statement being given by the Chairman. He says that this is an issue of serious national security concerns, yet he still goes ahead to say that his Committee does not have enough money to go to that site, which is in the Republic of Kenya. Hon. Duba might provide some of his CDF money, so that that Committee visits that area. Is he in order to say that his Committee lacks enough funds to address an issue of national security? view
  • 1 Apr 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I think the hon. Member has been giving facts and he should be prepared to substantiate when he says that the Jubilee Government is actually working to kill free primary education and yet, there are so many things that this Government is doing to enhance that position. view
  • 20 Mar 2014 in National Assembly: Hon. Temporary Deputy Chairman, I think saying “mental disability or mental disorder” is demeaning and discriminatory; if you say “mental condition” it suffices. Thank you. view
  • 20 Mar 2014 in National Assembly: Hon. Temporary Deputy Chairman, if allowed to pass as it is, this particular Clause will make marriage a sort of business enterprise. Most of the youngsters in colleges and universities will end up in jail. That is because they will have no properties to give, if they are taken to court. So, I support the deletion. view
  • 20 Mar 2014 in National Assembly: Hon. Temporary Deputy Speaker, I beg to report that a Committee of the whole House has considered the Marriage Bill (National Assembly Bill No.13 of 2013) and approved the same with amendments. view
  • 19 Mar 2014 in National Assembly: Hon. Temporary Deputy Speaker, thank you for giving me this opportunity. I want to say that I support this Bill and I want to congratulate hon. Ng’ongo for this Bill. As a Member representing Saku, this Bill is the heart of why we are in this Parliament; it addresses the main issues of the day, the basic things which our people are grappling with to survive. view
  • 19 Mar 2014 in National Assembly: Hon. Temporary Deputy Speaker, one of the things we keep on talking about is the gap between the rich and the poor. On the other had is the crime of theft. As long as we do not address the basic issues that affect the common man, we will keep on asking why the rich are getting richer and the poor are getting poorer. In the process we will get most of our youth engaging in activities that are undesirable. view
  • 19 Mar 2014 in National Assembly: The VAT Act, 2013 is said to have created more complexity and inefficiency. On one hand it is said to be unproductive. At the Committee Stage of this Bill, we must go further from the amendment and look at how the VAT Act, 2013 can be made simpler, so that the Government is able to collect revenue; we must look at how exemption and zero- rating can be effected in a more simple and efficient manner. view
  • 19 Mar 2014 in National Assembly: We want to have more money in the pockets of our people through this Bill. However, we also have to be careful that we do not take money from the Government only to hand it over to businessmen. This is because even if you say that an item is zero- rated, if businessmen do not reduce the price of goods, the intended purpose will not be achieved. view
