The Copyright Act that we have, which is the substantive Act, has gaps in many areas. It was just last year when we saw the community of the blind and visually impaired approach this House, particularly to amend Section 50 of that Act. This Bill is about protection of intellectual property rights where those who can write books or come up with music are safeguarded in their talents so that they earn from their sweat. I also think that the Copyright (Amendment) Bill will address the media and other areas of reproduction and distribution of other people’s efforts without seeking permission from the original author of a particular talent. By the time we were rejecting this Bill, we were going for elections and there was the general feeling in the 11th Parliament that some of these monies were going to be used for electioneering purposes. In the 11th Parliament, there was a lot of talk of what counties should be allocated in terms of what is defined as the Commission on Revenue Allocation formula. On the other hand, what we have failed to do, or to realise is tax collection by our counties. I rise to support this amendment primarily on the grounds that the attempt by the Joint Parliamentary Select Committee is so that we do not have a gap at any point in the IEBC. From what the intransigents are saying, in our electoral process, there could easily be an attempt for both the Chair and the Vice-Chair to even decide to stay away. As legislators, we want to ensure that there is no gap in IEBC at any point in time. view
