The Bill says that when someone cheats, then he needs to be sentenced to five years or pay Kshs4 million or Kshs5 million. We need to look at the issue of penalties critically to ensure that we do not just come up with arbitrary figures or jail terms when someone does something wrong. Here is a national institution, the only one in the whole region, especially now that we have found crude oil in the region. That should be the institution to develop but it never happened. What is Kshs500 million to upgrade a national institution like that? If we really feel it is strategic why can we not do that? Instead the billions are being put somewhere else and people are looking for an easy way out like making the Refinery a storage tank but that is not helping much. Mswada huu unahusu suala la kuwarudisha wafungwa walioko katika nchi geni ili wamalize vifungo walivyopewa katika nchi zao asilia. Shida yangu ni moja tu. Sasa nashindwa hivi: Inakuwaje mtu angependa kutoka gereza la Uchina aje katika gereza hapa? Tumeambiwa korokoro zetu ziko katika hali mbaya sana.
