Lastly, I know it is not a good thing to cheat on information, or to have quacks get involved in how we manage information. The Bill says that when someone cheats, then he needs to be sentenced to five years or pay Kshs4 million or Kshs5 million. We need to look at the issue of penalties critically to ensure that we do not just come up with arbitrary figures or jail terms when someone does something wrong. Let us face it. We have been talking about billions for the last one week when we were discussing the Budget. What is Kshs500 million to upgrade a national institution like that? If we really feel it is strategic why can we not do that? Instead the billions are being put somewhere else and people are looking for an easy way out like making the Refinery a storage tank but that is not helping much.
