Order! I want to dispose of this proposed amendment, having looked at it under our Standing Orders which are very clear. I will read Standing Order No.48(2) for the benefit of the hon. Members. It says: "No amendment shall be permitted if in the opinion of Mr. Speaker it represents a direct negative of the question proposed." The main part of the Question proposed is setting up of a technical committee of experts to investigate and report on the extent of implementation of this project, and recommend on the action plan.
