In any case, when they are given pesa ya mafuta, they only go around hunting for chang'aa and busaa brewers, and yet there are very serious crimes going on in the countryside. First of all, I would like to say that if a foreigner came here, he would wonder how our Government is functioning without the Bill being an Act of Parliament.
