Ordinarily, the law has a mechanism where you can move contempt proceedings against such an officer and they can be locked up and the rest of the consequences in law may follow that particular officer for disobedience of the court. Ordinarily, the practise is this: By the time you move proceedings for contempt after all the processes have been done, most officers will pay. Education is very important for our country. It is the only tool, or mechanism, that gives each Kenyan an equal opportunity. When it comes to basic education, these amendments are very important. If an individual is the sponsor of that institution and children going to that institution are from the public, there has to be a mechanism on how to make this better and specific. I would like to look at some of the clauses and get better explanations at a good time. For instance, an amendment is needed about a sponsor who is in possession of a title deed prior to the commencement of this Act. What happens to the previous transactions? Previously, in the Ministry of Co-operatives where I was a secretary, this was one of the agenda. I would like to mention to the petitioner that, ordinarily, the New KCC does this sort of thing. We have also very many other milk co-operatives. So, it will also be good for Githunguri farmers to think of forming a processing co-operative by themselves with the assistance of the Government. Without going to what is in the current law, there are contractual obligations that the loanees are aware of. That once they are employed, they should repay the loan.
