As a country, it is high time we realised we have valuable water resources like rivers which should have well-planned irrigation schemes. I support the Petition and also wish to say that, as the Committee on Delegated Legislation, we approved the laws or Regulations which were to be followed on COVID-19. The question is who is implementing. The Ministry of Interior and Coordination of National Government is involved. The police and the Ministry of Health are involved. Is there really a way the Departmental Committee on Health which is going to consider this Petition can find so that there is proper implementation? Nthenge, my family and the political party of his association at some point, we wish to pass our condolences to his family and say he has been a good role model to many politicians. He participated in the second restoration and he ran under FORD-ASILI after the split of the original FORD and was elected as the Member for Kamukunji. I can assure you that Kenyans who are able to take personal insurance, and even those who understand the concept, are very few. Kenyans have to learn the concept of NHIF and that kind of insurance. Many Kenyans in the villages fall ill and end up in hospitals. They find themselves not belonging to any scheme and the only scheme becomes the Member of Parliament.
