  • 22 Apr 2015 in National Assembly: The reason I am moving that we drop recommendations 1,2 and 3 on Page 55 is because the Articles cited, that is, 73, 75, 76, 125, 161, 171, 172, 173, 245 and 251 of the Constitution, are all accommodated by Article 251. The recommendations given in 1, 2 and 3 under Article 251 of the Constitution are obvious. I will read one of them so that I can convince this House that immediately we approve this, then the recommendations are automatic. Speaker, during Statements last week the Speaker ordered that the Committee on Delegated Legislation makes a presentation on a matter touching on security and a matter touching on the Ministry of Education. I do not know whether--- It has not been reported as to whether they were to present it today. view

I oppose the position taken by the Senate and support the position taken by the Budget and Appropriations Committee of this House. When they forward item (b) called “County Emergency Fund”, the country generally already has a big allocation for emergency or any disasters which may occur such as floods. There are very clear methods of getting to the people in whatever part of the country there is an emergency. The county governments have become more inefficient than the national Government. I would like to seek clarification from the Chairman of the Committee on Delegated Legislation on the Cabinet Secretary for Education and schools under him. These schools are all parastatals. You realise that monies have been going to primary schools; money for development and that seems to be a cause of friction when principals or head teachers are asked to account for it. That results into a lot of fire, because there seems to be no regulation. view

It is impressive to see that there are plans to make it like the East African Legislative Assembly (EALA) which we have. Now that we have an African Court of Justice, it is only fair that we have a legislative site of Africa. That is where matters relating to Africa can be checked, debated and legislation can then be implemented by the African Court of Justice passed.
