  • 21 Aug 2014 in National Assembly: Thank you, hon. Speaker. In finalizing my contribution, this is a very good law for the country. There have been cases like this already in our courts and there have been organizations providing protection to people going through such issues. I think it is high time we legislated on this so that they can be formalized. If funding of those organisations cease, it means some families will go without protection, in the event a member of the family is threatened. Though some of the issues I wanted to raise have been tackled, I would like the Chairman to clarify what is happening to children with albinism. This is because children, especially the new born, suffer a lot. This is because they are unable to access facilities. What is the Ministry doing to reach children because the Constitution is very clear on care of children? This is with reference to my constituency, where there has not been any assistance at all to children with albinism. view

Are we in order to leave that section without fixing a date, so that it can t read 19th of such and such a date? We have to include a date. view

Although the Government is giving a lot of promises, its policy is ordinarily to procure first from Government related organizations. Could he clarify whether they give those organizations the first priority, or are they private owners of property who are leasing it to the Government? view

Deputy Speaker, I am asking the Vice-Chairman to clarify that since the Government gives priority to Government related organizations when it comes to procurement, what system of procurement are they using? Do they have private owners of property who are leasing it to the Government? If so, is the Government making a loss? What are they going to do to house Government officers? We have a lot of unfinished Government houses across the country, yet the Government continues to rent buildings. view
  • 13 Aug 2014 in National Assembly: Hon. Deputy Speaker, I will digress a little bit, and seek a clarification from the Chairman on distribution. Recently, there was a proposal that each constituency will have at least 20 kilometres of a tarmacked road every year. To what extent is the prepared to start on this, and when is it likely to start? This will lead to fair distribution of the tarmac road network in the country. view
  • 12 Aug 2014 in National Assembly: Thank you Deputy Speaker. Apparently, I happen to be the former Secretary for Co-operatives in Kenya. I would like to say that there is an Act of Parliament on management of co-operatives. Unfortunately right now, we do not have a substantive a Commissioner for Cooperatives, as required by the law. He has not been appointed, though the position has been advertised. Ordinarily, Kenya always has had a substantive Ministry or Department of Cooperatives the Department operates under three Acts of Parliament.   • 6 Aug 2014 in National Assembly: Thank you hon. Speaker. I would like to seek a clarification from the Chair about the compensation of the victims of Mpeketoni; in my constituency I lost four people and the funeral arrangements were almost entirely left to me. The Government promised that it was going to assist with funeral arrangements and subsequent compensation of the people killed in Mpeketoni. Could he clarify what steps are being taken and when compensation is likely to happen because their families are suffering? view
  • 6 Aug 2014 in National Assembly: Thank you, hon. Speaker for giving me this opportunity to contribute to the Statute Law (Miscellaneous Amendments) Bill, 2014. I also want to thank the Leader of Majority Party for having taken the initiative to withdraw some of the contentious matters. view
