  • 27 Nov 2019 in National Assembly: The Select Committee on Delegated Legislation is established pursuant to the provisions of Standing Order No.210(4)(b) and has power to scrutinise and certify that all regulations submitted to the National Assembly are in compliance with the Constitution of Kenya and all other Acts of Parliament. In this Third Session, the Committee received 75 instruments for consideration.   • 27 Nov 2019 in National Assembly: The Regulations seek to provide for the procedure of conducting electronic land transactions, electronic submission and registration of documents in all registries where an electronic registry is maintained. Regulation 4 provides for an Electronic Registry System in the registries set out in the Schedule, through which all land registry transactions shall be carried out. On public participation, the regulation making authority submitted that it appointed a Taskforce on Electronic Land Transactions under the Land Registration Act, 2012, Land Act, 2012 and the Community Land Act, 2016 vide Gazette Notice No.7859 Vol. CXX No.90 dated 3rd August 2018. The taskforce was mandated to study and review land sector-related laws with a view to formulate guidelines for electronic registration of land transactions and conveyancing systems and submit draft guidelines on the same. In the 11th Parliament, there were a lot of amendments in the matters relating to lottery, gaming and betting. That particular 1966 Act needed a lot of amendments and it became very patched up with one amendment after another. Some of them were very bulky. Therefore, it is good to regulate this and to make sure that we have a law which luckily has been compared very well with other jurisdictions like the UK experience and the Las Vegas experience in the Nevada State. One of the things mentioned here is that Kenya needs to get organised into associations following the collapse of agricultural cooperatives. To a great extent, it is true agricultural cooperatives have gone through serious challenges. Once upon a time, they did very well. We are still very good in cooperatives in Kenya compared to the rest of Africa and many parts of the world. The Government facilitates and gives budgetary support to these organisations which are private in nature. There are many ways the national Government can support this through expertise and through many programmes that are run through the Ministry of Agriculture, some of them sponsored by different organisations such as donors who have done a number of good activities in many counties in the country. We know what is happening in Kulalu-Galana Irrigation Scheme. If we have value addition, for example, the case of maize - we process maize to flour in an organised manner - then we are likely to achieve what this Motion is urging.
