It means without these amendments we will find ourselves constantly taken to court and most probably we will lose the cases in court.   • 3 Jul 2019 in National Assembly: devolution is effective is the Senate. If you move across the country, you will find that there is no proper oversight of county governments. For example, the defunct county councils across the country used to do better in terms of garbage collection. If you move around today, you will find garbage burning in a number of important towns in almost every county in the country. I believe that is one of the things that matter. The main policy in the country is actually to reduce the number of boards as much as possible. The other policy of this country – and that is why the Mwongozo talks of nine – is to limit the number of people going into the Civil Service.   • 2 Jul 2019 in National Assembly: becomes very complicated in terms of managing all the boards. Every other statute is proposing a board every day. Now that we have formed a new board and we want to align ourselves with the rest of the world which is trading from South Africa to the UK, it will be fair that we keep within the Mwongozo, which is a presidential order and which is developed in conjunction with the regional countries so that we can keep boards at a manageable limit.
