We can only improve it in the Third Reading to the extent of killing the NCPB Act under the National Cereals Board Act. This is because we will have two parallel systems doing the same thing and they should be synchronised by law. There are other Acts of Parliament, like the Crops Act which deals with the same thing. What should we do with the grains that are brought into the country irregularly through our porous borders and ports? We have grains being imported and yet, our own farmers in the Rift Valley have kept their grains in the barns.   • 23 Oct 2018 in National Assembly: This particular kitty was specific under the Sports Act. This Report wants to amend the Finance Act. They have first tabled this proposal before Parliament to create this fund without a law and then later on, follow up and amend the law to suit it. Later on, they will realise it is still insufficient and go on to table the Sports (Amendment) Bill, which is before this House and has not been passed. It is not known when it will become law.   • 23 Oct 2018 in National Assembly: activities are very expensive, especially the Olympics, in which we shine very well as a country. There is an Olympic camp where sportspeople stay when they go to the Olympics in whatever country. That is very expensive because they are hired for that particular period, which takes almost a month. The expenses are humongous. If we have a particular law and a specific fund - because there are many other funds in the country - there would be no duplication. The NG-CDF has been very successful in the country. It is a fund which is felt at the grassroots. It is managed with least expense and by the people of Kenya. That is because there is hardly a big part of infrastructure of schools that is being handled by the Ministry of Education. The NG-CDF also, as seen in this Report, has serious challenges. For many Members who may not know, there was a time when NG-CDF was taken to court. In fact, there are several matters pending in court challenging the constitutionality of NG-CDF.   • 18 Oct 2018 in National Assembly: There is the oversight committee where the Member is supposed to have four other members but, unfortunately, it has a very small budget. I think that oversight committee is very important and should be relooked at again by the committee dealing with the NG-CDF. We also have the challenge of the board of the management. Right now, the board is composed of four Principal Secretaries of the related ministries such as Education, Planning and National Treasury. If those PSs are not joined by the CEO or if one of them does not show up, there is no quorum. view
