  • 18 May 2017 in National Assembly: Hon. Speaker, I am having a lot of disturbance from my two colleagues. Of course, one was supposed to work under the other and so, the boss should take charge of the other. Thank you. I am told the process is continuing. view
  • 18 May 2017 in National Assembly: The House has not erred this time round. There is no likelihood of any matter going to court. The Jubilee side has followed the regulations and CORD has also followed the regulations. This is a matter that is extremely urgent. The House does not have a lot of time. Between now and 2nd June, a decision must be made quickly. We should conduct the final elections of five from the Jubilee side and of the ones who have been deemed to be duly elected or nominated through their political parties unopposed. Those proceedings have already been provided to the Committee. ... view

  • 17 May 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me an opportunity to contribute to this very important Bill. I also congratulate Hon. Ochieng for a job well done. I am sure this Bill will go through. I really want to urge the President to sign it into law because this will enable youths in this country to have jobs. We will protect our country and we will be rid of dumping of all manner of low- quality goods into this country at a very cheap price. • 11 May 2017 in National Assembly: Thank you, Hon. Speaker for giving me an opportunity to contribute to this important Bill. From the way it has been introduced and the information given, it is clear that in 2014, there was a legal notice which started this Authority. Definitely, there was going to be a board. There has been public participation where different organisations dealing with financial services have been put together including the Insurance Regulatory Authority (IRA) and other authorities which deal with finances or regulations of the financial sector. It is clear from what had happened that the regulatory Authority includes the Central Bank of ... view

  • 11 May 2017 in National Assembly: Now that they have been lumped up, it is clear that whatever agreements the sector made with the Ministry of Finance and the Ministry in charge of SACCOs to operate on their own seems not to have been taken on board while making this law. Though it has gone through the Cabinet and passed, it is now with us and I think this sector, which is controlled by about 14 million Kenyans, is still not very settled with the arrangement. They worked very hard in the year 2007/2008 to come up with their own laws having made sufficient consultations. I ... view

  • 11 May 2017 in National Assembly: There is a tribunal set here already which will be dealing with financial matters, appeals or disagreements. This tribunal is like a court and is set up and regulated by the Chief Justice (CJ). In fact, if you look at the amounts it will deal with and the matters involved, you will see that it should be chaired by a High Court Judge. It will be at the High Court level. The jurisdiction or amounts of money involved should be dealt with minimally by a High Court Judge. At the moment, if the tribunal remains as proposed in the Act, ... view
