Mr. Deputy Speaker, Sir, I think the Assistant Minister is confusing some issues as far as planning is concerned. Re-zoning and plot ratio is a continuous process, especially where land is not available. The question is not whether, authority will be sought from the local authorities. The question is whether the stakeholders, planners and plot owners are involved in the re-zoning or change of raising plot ratio. Could the Assistant Minister tell us whether, according to the Physical Planning Act, he has implemented the provision which provides that in all re-zoning, plot ratios which are to be effected in any ...

Mr. Deputy Speaker, Sir, so many rural electrification projects have been awarded to contractors by the Government. So many others have been awarded through the Constituencies Development Fund (CDF). Why are these projects not being implemented? What is the problem? These projects have been awarded to contractors, but the contractors have not moved to the sites? What is the problem?

Mr. Temporary Deputy Speaker, Sir, I apologise and withdraw. I am a gentleman. What is contained in this answer is untrue and the Assistant Minister knows it. The quality of education in Machakos District in general has gone down because of lack of inspection. There are over 950 primary schools and over 200 secondary schools in Machakos District. Could the Assistant Minister tell us how many schools were inspected in 2005 and 2006, the recommendations made and the names of inspectors who visited those schools?

Mr. Temporary Deputy Speaker, Sir, I am surprised by the answer the Assistant Minister has given. He said that, last year, they inspected 795 primary schools. This is not true because the actual number of public schools in Machakos District is 795 and yet he has also admitted that he has not visited some of the schools. Could the Assistant Minister consider deploying or posting some Quality Assurance Officers to Machakos District? Currently, we have only 17 inspectors who perform the work of 41 officers and they are also carrying out the duties of Education Officers in the divisions. Could ...

Mr. Deputy Speaker, Sir, I want to thank the Assistant Minister for those specific measures he has mentioned, to encourage farmers to produce food. One measure he has mentioned is the revival of farmers training centres. It is common knowledge that these centres have been abandoned, for example, the Katumani Farmers Training Centre and one other centre in Embu. Mr. Temporary Deputy Speaker, Sir, I stand to oppose the amendment. The last sentence of this clause is very clear and specific. It says that if the owner of the premises was not aware that the offence was taking place, he will not be held responsible. I believe that, that is what the Minister for Justice and Constitutional Affairs said. So, I do not see why there should be disagreement over this clause. Mr. Deputy Speaker, Sir, the Assistant Minister has said that they have sent out letters to the administrators to show cause why disciplinary action should not be taken against them. However, there are other cases which are happening, especially in Machakos, where the former District Commissioner has been relieving chiefs and assistant chiefs of their duties. For instance, the assistant chiefs of Kalama and Machakos Town have been sent home for the last one year without any letter to show cause why disciplinary action should not be taken against them. Mr. Speaker, Sir, I also want to thank the Minister because he is very 470 PARLIAMENTARY DEBATES April 18, 2006 responsive to the Questions that hon. Members ask. Since this is the rainy season in the whole country, as the hon. Member for Tigania East has said, could the Minister consider supplying planting seeds to the people of Mwala, the lower parts of Machakos District and Tigania East Constituency because they lack them?
