Mr. Speaker, Sir, I want to thank the Minister for Agriculture for that answer. However, I have not scrutinised that list of employees. In fact, I have just received the written answer now. So, it puts me in a position where probably I might not be able to adequately ask supplementary questions. I think that, that was a very unfair way of answering the Question without giving me the written answer before hand. I have just received it here. I have not received the list of those employees and their qualifications. So, I am unable to really ask supplementary questions ...

Mr. Speaker, Sir, actually I would like to request that the Question be deferred, so that I can get those documents and be able to interrogate the answer effectively. I can still interrogate it, but it will not be as effective as it should be. That is why I beg your indulgence in that. Moreover, I have not received the second part of the list of the shareholders.

Mr. Deputy Speaker, Sir, I would like to thank the Minister for his very elaborate answer as to what is ailing Pan African Paper Mills in Webuye. However, this is a partnership between the Government, IFC and I believe the Birla Group of India and Orient Paper Mills as the managers. Are you satisfied with the way the Orient Paper Mills has gone on to manage that company financially? Might they not have contributed to the current woes of that company? If you are not satisfied have you ordered an audit of that company?

asked the Minister of State for National Heritage and Culture:- (a) whether he is aware that since the creation of the Department of Adult Education in 1979, no scheme of service has been effected for the employees of this department; (b) whether he is further aware that the adult education teachers under this department have stagnated at one job group for over 20 years; and, (c) if the answer to the foregoing is in the affirmative, what steps he is taking to implement a suitable scheme of service for the said teachers to improve their productivity.

Mr. Deputy Speaker, Sir, I want to raise some concern. A while ago the Minister for Lands answered a Question here very evasively. A short while ago, the Assistant Minister, Ministry of State for National Heritage and Culture also did the same. I remember that last week you told Backbenchers to get cracking. We are really trying to get cracking. I do not know if I am in order to ask the Chair to ask the Front Bench to also get cracking!

Mr. Speaker, Sir, this fund was set up as a way of alleviating the problems parents were going through in paying school fees, where many children were not accessing secondary education. The fund was supposed to relieve parents of the high cost. However, some schools are subverting this good intention in the sense that the school fees has not gone down at all to the parents. In fact, some schools have actually increased school fees. They are, in fact, subverting the noble intention of the Ministry. What is the Assistant Minister doing about this?

As we sit here, and my colleagues will support this, we have many Questions pending. I think it is the House Business Committee which does not ballot Questions---
