Gumbo but implementing this will be the most difficult thing to do. I do not know whether putting up a school would be a youth project or it is putting up a hospital. In my amendment, I propose the deletion of clauses 5, 6 and 7. We have been able to discuss and make an addition, specifying clearly who the members of the panel should be. Therefore, I would like hon. Millie to withdraw her amendment because it has already been taken care of by my amendment. view

Therefore, I beg to move:- THAT, Clause 6 be amended— (a) by inserting the following new sub-clause immediately after Sub- clause (2)— “(2A) For avoidance of doubt, only the Commission shall have the powers to perform the functions set out in this section”; (b) in Sub-clause (3) by deleting the word “Board” and substituting therefor the word “Commission”. view

  • 8 Jan 2013 in National Assembly: Mr. Temporary Deputy Chairman, Sir, there are two things here that Mrs. Odhiambo-Mabona is trying to propose. One is to insert the words “hired as consultants”. I want to get clarity on this because sometimes they may actually engage consultants without actually hiring them. That is why we left out the word “hired”. Two, she is proposing to delete sub-clause 3, where sub-clause 3 is saying that the Cabinet Secretary may, on recommendation of the Commission and from time to time by order in the Kenya Gazette, amend the Second Schedule.
