Thank you, Mr. Temporary Speaker, Sir. First, I congratulate my brother, Sen. Obure, for this timely Bill and the contributions that he has made while moving it. I also want to congratulate Sen. M. Kajwang for the excellent contributions that he has made. This is an important Bill. This House should express concern over the issue of cheating in examinations. This is because of the culture of corruption that is rampant in this country; that cheating in examinations has reached the levels it has reached at the moment. Having said that, I support this Bill. I also wish to congratulate my friend, Sen. (Dr.) Kuti, for coming up with this very timely Bill. I say “timely” because having a system of devolved governments, we do not as of now, have these institutions at the county level. Therefore, it is very important that this amendment be passed so that the committees are inaugurated in the counties to do the necessary work. I also congratulate Sen. (Prof.) Anyang-Nyong'o for the insight that he has given and Sen. (Dr.) Machage, a professional doctor, who also gave this Bill the much required ...

Mr. Speaker, Sir, I rise to seek clarification on the statement. You heard the Vice Chairperson of the Committee say that: “The IEBC will do massive registration during the months of November and December, 2015.” We are already in November and everyone will testify that there is nothing going on. Did he mean November, 2015 or November, 2016? If there was any massive registration, it would be preceded by civic education. Could the Vice Chairperson tell us when civic education was done for the massive registration?

On a point of order, Madam Temporary Speaker. With a lot of respect to my leader, the Standing Order does not delegate to the Deputy Majority or Minority Leaders. Standing Order No.45 (2)(c) is very clear and it says:- The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate.

Madam Temporary Speaker, with those two minutes, I express my thanks and gratitude to each and every Senator who has contributed. If I had time, I would read their names, but I do not have. They are a total of 18. All of them were very supportive. I know there were many others who would have liked to contribute to this Motion, but because of the time limit, they could not.
