I seek the guidance of the Chair because when this matter came up last time, the Chairman attempted to read a report that they had compiled by visiting the university. A point was raised that whenever we seek statements from Chairs of Committees, we do not ask them to go and investigate. Yesterday, we spend quite a lot of time with a Motion for Adjournment from the Senate Minority Leader. Everywhere you go in this Republic, people are talking about their children not learning. I would like to remind the Chair and the House that as we were going on recess, there were two matters that remained pending, and the Chair ruled that after we resumed, Cabinet Secretaries responsible would come to meet the whole House and give their positions on the issues raised.   • 28 Jul 2015 in Senate: Mr. Speaker, Sir, I am very disappointed. The House will recall that this matter has been coming up almost every time we meet. The matter was postponed because – to quote the HANSARD – the Vice-Chairperson said; “I would request my Chairperson to accompany me to the office of the CS for the Ministry of Interior and Co- ordination of National Government to address this matter face to face with him.” That was on 7th July, 2015.   • 28 Jul 2015 in Senate: Mr. Speaker, Sir, the Chairman has requested to come with a response on Thursday. However, this matter can only be resolved when the CS is invited to this House so that all of us cross-examine him. This is because we cannot expect the Chairman, who has tried very much, to get anything from him. Therefore, I propose that this matter be the first business when we resume from recess. Once the Committee finishes with a report, signs it, who approves it to be brought to the House? The Committee works on behalf of this House. We sent the Committee to do the work.   • 23 Jul 2015 in Senate: Mr. Speaker, Sir, I thank the Vice Chairperson of the Committee for the answer and for the efforts she has been making in giving us a response to this very important issue. I want to express my deepest disappointment over this matter. The killings were done three months ago. I raised the issue here and even after visiting the CS in his office, he promised that an operation to flush out the herders who were harassing and killing the people of Kitui County was going to be undertaken. Coming from Samburu County where banditry and cattle rustling is the order of the day, I am shocked that he appears to be supporting banditry.
