Mr. Temporary Chairperson, Sir, I stand to very strongly support what the Chairperson has proposed because this is one area where abuse of public funds is done in the name of security. We know for a fact that Kenya is losing billions of shillings through dubious ways of spending including procurement, hiding behind the fact that it is security and, therefore, cannot be audited. I applaud and support the amendment.

Mr. Speaker, Sir, this is the third time I am standing up on a point of order on a matter that I have raised. Whenever it reaches, I am told it will be issued next week. You will recall that last Tuesday, on a matter that I had raised, I was told it would be on Tuesday this week because of urgent business. Mr. Speaker, Sir, I thank you and the House for giving me the day. On 19th February, 2015, I raised the issue of Cash Transfer Programme for the old citizens of this Republic. It took a lot of time before I got the response from the Ministry of Labour and Social Welfare. Thank you, Mr. Speaker, Sir. I sympathize with the Chairperson because he has been working on that matter since February. Obviously, it cannot go further. We are looking forward to this because recently the Government announced an additional Kshs20 billion to this fund. But unless matters are put right, we will just be pumping money into people’s pockets instead of giving it to the elderly who are in dire need. Some of whom are dying.

Mr. Speaker, Sir, I join my colleagues in applauding the introduction of this very important Bill. As I say that, we are not establishing the Office of the Auditor-General for the first time. We have always had Auditor-Generals. The problem is that the Office of the Auditor-General has never functioned as it should for many reasons. All the committees which look into accounts of Government Ministries, as a matter of fact, do postmortems of what has been done for many years. We know that even now, as I speak, the audit that is ready is that of the Financial Year ...

Madam Temporary Speaker, it is very easy to substantiate because the person who made that statement is none other than Sen. (Dr.) Khalwale. He said that he was told by the Governor for Kiambu that he would be dealt with if he continued to probe matters concerning that county. He is sitting right here. If anybody is in doubt, he can confirm what I have said.
