  • 29 Feb 2012 in National Assembly: Mr. Speaker, Sir, we are deleting that to remove the mischief which the gentleman was trying to create by renaming constituencies. We are happy with Mwingi East and Mwingi West. Therefore, recommendation No.3 asks that the IEBC reconsiders the names but we do not need any name change. We are happy with Mwingi East and Mwingi West. Also, after deleting No. 3, add Kazanzi Location to go to Mwingi East Constituency because those are the same people and one location had been put in the wrong constituency. Therefore, it is just aligning the boundaries. view

  • 21 Feb 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I have also looked at the decentralized units of the county. I think this is a good thing, from the constituencies down. But I am very apprehensive going by the experience that we have already had in the current counties. Current county councils appear to send people who are not qualified to the lower units of administration. I want to suggest that in this case, we must ensure that the decentralized units in the county, that is, the constituency level, which is a sub-county, will have qualified personnel who will be able to administer them. ... view

  • 8 Dec 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like my senior, the Minister for Public Works to respond because I think it will be more appropriate. I am here really in my capacity as the Assistant Minister for Defence because the Ministry of State for Defence has some interest in this. So, I think it is not entirely correct that Ministries that are represented are not here. view
