There is no doubt that this is the first time that the Budget Committee wants to play a major role in doing the critique of the Budget proposals and even consulting the various Departmental Committees before 15th April. I want to commend the Committee, the leadership and all Members because they did a good job. That notwithstanding, I want to propose the following amendment to the Motion. view

The gist of the argument here is in Article 241 of the Constitution. If you read Article 241 of the Constitution it simply defines the formation of the Defence Forces. There is nowhere where it talks about the Budget. This is the same with the Act of Parliament that exists; the Armed Forces Act, Cap.199 of the Laws of Kenya. I said that it is because of lack of integrity in many nations that has caused instability and bloodshed. This is more so in African countries and we have many examples, starting with our own country where because of lack of integrity in elections, there has been a lot of bloodshed and political instability. Similarly, Zimbabwe is another example in Africa. Recently, Ivory Coast has been undergoing similar instability and bloodshed due to lack of integrity in elections. If Parliament approved this, then there will be no point in suggesting here that the new Commission will take over whatever was done by the Ligale Commission and will address issues. (a) On 16th March, 2011 the Range Marshall at the Olkanjao Training Area in Archers Post was met by two boys seeking medical attention for their colleague who they said had been shot. The Range Marshall mobilized his team and quickly moved to Grid 611057 inside the gazetted training area. They found a youth by the name Ltekana Lerete with gunshot wounds on his right hand. They then evacuated him to the British main operating base within Olkanjao area for First Aid and then to Archers Post Hospital for further treatment. ... view

Last year, I issued a detailed Ministerial Statement at the request of hon. Letimalo on the issue of this gazetted area.
