  • 8 Dec 2010 in National Assembly: Mr. Speaker, it may not and it will not be difficult for us to give the numbers per district as the Member had indicated. However, you will appreciate that will not be the end of the question. The supplementary questions pertaining to such a question would lead to matters that are secret in nature. view
  • 8 Dec 2010 in National Assembly: Thank you, Mr. Speaker, Sir. With regard to the question raised by hon. Imanyara, I want to say that I consulted the Chair in this respect. Therefore, I did not determine the matter myself. I consulted the Chair and sought guidance because I felt that it was not in the public interest to respond. If the Chair feels strongly that I give this answer, then I will do so. view
  • 8 Dec 2010 in National Assembly: Mr. Speaker, Sir, I said with respect, that the information sought was secret. I said that if the House would want me to give this answer in camera, then I would do so. view
  • 8 Dec 2010 in National Assembly: Mr. Speaker, Sir, if for example the Member for Gwassi wished that I give him the numbers and names of people recruited from his constituency or district, I will be obliged to do so. But giving national names and figures, I think is not in the interest of the State. view
  • 25 Nov 2010 in National Assembly: Mr. Speaker, Sir, I stand to support this Motion. We are all aware and we have seen the amount of devotion these Committees have put in vetting the members of the various Commissions. I feel very proud that Members of this august House have risen to the occasion. They have spent a lot of time in scrutinizing and ensuring that the Commissions that are to be put in place are put in place in good time. Looking at the candidates who have been selected by this particular Committee, I have no doubt that they have taken time to ensure that ... view
  • 4 Nov 2010 in National Assembly: Thank you, Mr. Deputy, Sir, for allowing me to make some clarifications. There are many clarifications sought which I cannot in all fairness do in two minutes. The hon. Lekuton who requested this Statement has been very supportive and I have discussed with him many of the issues that have been raised. With regard to the injuries that might have been caused, obviously those people can file claims against the Government through the Attorney-General. That is why we say that the records should be there. On the encroachment, I am holding here a Gazette Notice No. 46 of November, 1977, ... view
  • 4 Nov 2010 in National Assembly: So Mr. Deputy Speaker, Sir, if it is a private ranch--- I think it is incumbent upon the hon. Members to listen just like we listened to them. The fact that I said something you do not like, it is not out of order. If there is a private ranch and the Government agrees that training can be done there, there is no reason and we cannot control the rates. Finally, Mr. Ethuro talked about rape. This is a very serious allegation but Mr. Ethuro knows how to prove rape. If you show us people who were born years ago ... view
  • 3 Nov 2010 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. (a) Potential recruits from South Wanga Division were given a chance to participate in the exercise and five recruits were recruited on 5th October, 2010 at Mumias Recruitment Centre. (b) Arising from what I have just said, part “b” of the Question does not arise. view
  • 3 Nov 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I think I had a similar Question in this House last week. I indicated to the Member for Igembe North that following the reorganization of the administrative boundaries, we are unable to go to the ground and say: “These are the administrative divisions that we know depending on what the Member of Parliament or any other person tells us.” Before recruitment is commenced, the Office of the President, specifically the Provincial Administration gives us the breakdown of administrative units. That is divisions and districts which we follow strictly. In the case of the hon. Member, ... view
  • 3 Nov 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to lay on the Table the names of the people who were recruited in Mumias Recruitment Centre. In our view, these were from the district. For the information of the hon. Member, the first person we recruited was Mr. David Makunda Washiali. I wonder whether they are related. view
