I think it is a milestone because, for the first time, the rights of citizens of this country have been clearly spelt. Therefore, I think the Bill of Rights will go a long way in improving governance in this country and also ensuring that the human rights of citizens of this country are protected. The introduction of a formula - like what Dr. Khalwale referred to as a population quota - will go a long way in ensuring that the boundaries commission will be guided by certain formula in delimitating electoral units.   • 16 Mar 2010 in National Assembly: Mr. Speaker, Sir, before I was interrupted, I had confirmed that the Nyangatom tribe of Ethiopia raided a Kenyan water point at Tungonyang on 27th February, 2010, and that during the raid, one GSU officer was killed. The officer was in charge of a group of GSU officers that was guarding the water point. There were no other injuries on either side.
