  • 3 Apr 2019 in National Assembly: look into. One of them is the integration of the Kenya Police and the Administration Police. There are 26,000 Administration Police officers. These two arms of security are at different levels of training. We need to look at how the 26,000 Administration Police officers will be trained, especially on issues of law so that they can be at the same level with the Kenya Police. There has been implementation of a housing programme for the police. Police have been given house allowances because there are inadequate housing facilities at the police headquarters. It is raising fundamental issues like direct procurement and conflict of interest where companies known to the commissioners and staff were awarded huge contracts worth millions of shillings. While direct procurement is among the proposed procurement methods in the Public Procurement and Assets Disposal Act, it is highly discouraged. This is a situation whereby somebody sends you an assignment to do, you do it, send it back to the person and you are paid. If we had free internet access in the rural areas, this business process outsourcing would help the youth who are unemployed to have something to do. India has succeeded. I rise to support it because it clearly defines how urban centres, cities, municipalities and markets should be created. Using the proposed criterion, existing towns will be reclassified into municipalities and cities. The importance of urbanisation cannot be over-emphasised. Urbanisation makes provision of social services like hospitals, schools and water very easy because people are close together. The cost of providing those services is low. The proposed establishment of the National Urban Development Fund is a move in the right direction. ... view
